Nobody owns the Internet. That’s the first rule and the most important one. It is a sprawling, chaotic mesh of networks, big and small, linking up to form a single global entity. Since the first four host computers talked to each other in 1969, the scale has exploded into tens of millions of systems. But just because no single person or company holds the deed doesn’t mean it runs on wild west rules. It is monitored. It is maintained. And it has rules.
The Internet Society, a non-profit founded in 1992, sets the policies and protocols. They define how we connect. Without them, the chaos would be absolute.
The Problem with Numbers
In the beginning, it was simple. You wanted to talk to a computer? You needed its IP address. Something like 216.27.22.162.
It worked when there were only a few machines. It became impossible when millions came online. Trying to remember a string of numbers for every website you wanted to visit was not a viable strategy.
The first fix was a text file. The Network Information Center kept it. It mapped names to numbers. The file grew. It became unwieldy. It broke.
In 1983, the University of Wisconsin stepped in. They created the Domain Name System (DNS). This changed everything. Now you don’t remember 216.27.22.162. You remember www.howstuffworks.com.
The DNS is a distributed database. But it isn’t purely distributed. There are central name servers at the core. Someone has to manage these. Someone has to stop conflicts. Someone has to stop duplication.
Who Keeps the Master List?
In 1993, the U.S. Department of Commerce stepped in. They worked with public and private entities to create InterNIC. Its job was clear: maintain a central database of all registered domain names and their IP addresses in the U.S. Other countries have their own Network Information Centers (NICs). Canada has CIRA, for example. The system is fragmented by geography but linked by protocol.
Network Solutions was chosen to administer this database. They managed the growing list of names. This central database is copied to Top Level Domain (TLD) servers around the world. These servers create the primary routing tables. Every computer that connects to the Internet relies on them.

Breaking the Monopoly
For a long time, Network Solutions was the only game in town. You bought a domain from them. You lived with them. It was a monopoly.
The U.S. government didn’t like that. Monopolies are bad for competition. Bad for prices. Bad for innovation.
They decided other companies could sell domain names too. These companies are called registrars. They handle the sales. They maintain their own DNS servers. But they don’t control the master list.
Network Solutions still holds the central database. They ensure there are no duplicates. You can buy a domain from a registrar, but you pay Network Solutions an annual fee to keep your name in the central name server. It is a split system. Sales are open. Ownership is centralized.
The Reality of Ownership

This is the paradox that keeps the system running. It is free to use. It is open to connect. But the infrastructure has owners. The protocols have guardians. The databases have managers.
You think you own yourname.com. You don’t. You rent it. You pay an annual fee to Network Solutions to keep it in the central server. If you stop paying, it goes. The registrar can take it. The central server can delete it. You have no real power here.
This is why which registrar you choose matters less than you think. The backend is the same. The risk is the same. The monopoly is just distributed now.
Where Does the Data Live?
People ask where the domain names are stored. The answer is simple: the Domain Name System. But that is too broad. The data lives in the DNS. Specifically, it lives in the central database maintained by InterNIC and administered by Network Solutions. It is replicated to TLD servers globally. It is cached on local machines. It is everywhere and nowhere.
The system is fragile. It is robust. It is monitored. It is controlled.
And it is changing. New TLDs appear. New registrars emerge. New protocols are proposed. The Internet Society watches. The government watches. The companies watch.
None of them own the Internet. But all of them want to steer it.
